Paul Lowe, former Taft Elementary School Teacher arrested after alleged sexual abuse of student

Paul Lowe, a former elementary school teacher and children’s book author in  Riverside California, was arrested on charges of sexual assault against a child, authorities said.

Lowe, 61, was taken into custody Nov. 9 and faces 14 counts of sexual assault against a child, police said. He is being held on $5 million bail.

The arrest was the result of an investigation into Lowe launched by the department’s Sexual Assault — Child Abuse Unit after a 32-year-old man said Lowe had sexually abused him over two decades ago, according to police.

The man said Lowe was his fourth-grade teacher and alleged multiple incidents of sexual assault took place on school grounds, according to investigators.

Between 1997 and 2002, Lowe was a teacher at Taft Elementary School in Riverside until he resigned after he was convicted of sexually assaulting a minor in Los Angeles County, authorities said.

Lowe was also employed by the YMCA and as an AYSO youth soccer coach in Los Angeles County. He worked as a youth soccer coach in Big Bear and taught at a private school in Hacienda Heights in the early 1990’s. Police said in addition, Lowe worked with a youth camp and wrote children books under the name of “Edric Phoenix”.

Detectives believe there may be others who were victimized by Lowe and have not yet come forward. Anyone with additional information about this ongoing investigation and arrest of Paul Edward Lowe, please contact Det. Stacie Ontko at 951-353-7121 or SOntko@RiversideCA.gov.
